DARPA Awards $8.3 Million Contract to BAE Systems to Speed Up SCEPTER Program

On April 19, 2023, BAE Systems announced that it had been granted a contract by the U.S. Defense Advanced Research Projects Agency (DARPA) worth $8.3 million to design and develop an advanced autonomy system aimed at expediting operational planning within the Strategic Chaos Engine for Planning, Tactics, Experimentation, and Resiliency (SCEPTER) program.

As per the BIS Research report, the global defense outlook showcases the defense budget of 30 countries, with the cumulative defense budget valued to be $29,031.67 billion, growing with a CAGR of  5.93% for the period 2023-2033. 

The defense market plays a pivotal role in shaping the global defense landscape, and its magnitude, condition, and patterns carry significant implications for nations and global security on a broad scale.

Thus, the objective of the SCEPTER program is to create battle strategies generated by machine intelligence.

SCEPTER Program

The SCEPTER program was designed in 2022 to develop strategies generated by machines, which would undergo comprehensive human review within trusted simulation environments. The ultimate goal is to create analytical engines capable of generating machine-generated strategies that can rival human planning in actual warfare scenarios. 

SCEPTER is a structured program consisting of two phases over a period of three years. In Phase 1, BAE Systems' FAST Labs research and development organization will deliver the machine-learning-based system and conduct tests to showcase the proposed approach.

Further, specific information regarding the Phase 2 segment of the SCEPTER program is presently classified and not available for disclosure. 

BAE Systems will work in collaboration with Professor Igor Mezic and AIMdyn, a company specializing in utilizing mathematics, physical sciences, control, and engineering to solve problems. Additionally, Professor Joao Hespanha, an expert in control and multi-agent systems, will also contribute to the program.
